Summarising again - UID is just a number

To summarise what we have read until now,
(1) The UID is just a number
(2) The UID will just inform the inquirer whether the person is alive or not
(3) Will be made compulsory over a period of 15-20 years

My 2 bits.
(a) If there is no face linked to a UID, can I not still open a bank account with a falsified document of Harry whose UID I know?
(b) Can I still not buy a SIM card using some false documents as I do now?
(c) How does the business establishment owner ensure that the UID is indeed that of the customer who has walked into his business premise and asked for some service or product?

  1. Nilekani is bowing to political pressure and it will not be long before the flower wilts. I do not see how he is still fishing in the after, and I am beginning to doubt his planning skills. He is just a scapegoat. Any project estimated at 10,000 crores - he will be pushed out of it sooner than he thinks. It is a milking cow - a Kamadhenu for those who can make money out of it.

When someone walks into my shop and gives me his UID, when I can see him myself, why do I need a proof from Nilekani's number that he is alive? There are not many businesses that happen without the concerned individual being present himself!! I don't think this project is likely to take off. There is no clear thinking on the practical aspects. Nilekani is NOT a planner. And I am yet to see a forum where he asks for opinions. The common man is more streetsmart than the corporate planners.

We have seen how the Government servers crash even during the publication of exam results. To expect something different now is foolish.

  2. To continue, let us suppose that the idea is for people to think they can still egt away as earlier, but with the intention to tie up the loose ends at a later date. Could they have not made the PAN card itself compulsory as earlier discussed, also recording the fingerprint and retina scans and keeping in a database?

And can anyone name a single project that has been carried across different Governments spanning 20 years?!! I have a short memory - I can't think of a single one. Governments change rules oftner than Microsoft changes its Windows versions. So where does Nilekani's numbers end up? In a trashcan of course.

Look at short term goals also. For a Government that cannot make electronic number plates and GPS systems compulsory, this scheme looks like the mother of all schemes to milk the general public of anywhere upto 50,000 crores over the next 5 years.

Take the scheme on a war footing and make it compulsory to be implemented within 6 months. Make the hardware and software available to the personnel. Advertise that after so-and-so due date, a penalty will be imposed on individuals or that he/she will have to bear the cost of the scanning also... Nilekani might still pull off the project with unprecedented success. And when they do it, they have to ensure that no one queues up and waits for days on end. Anyone should be able to walk in anywhere and get it done. Thousands of mobile units have to move around the city and go home to home also. The Govt people have to move around and not the common man queueing up to get the scans done. Any team ot achieving so and so many scans everyday have to be severely penalised. Otherwise, even this will end up like eection cards which are issued in a hurry whenever elections are around!! Put the onus straight on the Govt. people who sit around on their butts doing nothing.

There will also be religious groups claiming that it is against their religion to go for retinal scans and fingerprinting (and singing the National song)!! But to such problems, Nilekani has to ask God. Probably he will not get help there either!!

There should be no ifs and buts and pots and pans. Just go ahead and do it, or get out. If Nilekani has a plan in mind, let him not inform us through the media in bits and pieces, shaping it as you go like a TV serial. You have to think out all aspects at once.

  3. Hello

When we are talking about the UID which is a big thing for the
government of India. Like most govts, It is important to note that the
    ID project includes things like
    1. Identification of an indian and outsider
    2.Visa fees
    3. Passports
    4 Births
    5 Deaths
    6 Change of name
    7 Marriage
8 government resources for hospitals, schools, roads, housing, etc
    ETC etc

There is a whole lot that the government can do and also there are
companies that have developed the software and they are working. Like
the company I dealt with in Malawi

Bhisham, we look forward to your treatise on the modalities of the design and implementation - Moderator
