Summary of comments until now

(1) PAN card cannot be used as the Unique card since it is also issued to companies (Narendra)
(2) Unique card will definitely be helpful (all are upbeat about this)
(3) Passport number to be a part of the UIN
(4) Card should be a biometric card (Rajesh)

Now further questions:
  1. When someone comes to a cyber center and shows his UID, or someone buys a SIM card with the card as identification, how does the business owner identify that the card is indeed his and not stolen? Does every business establishment owner have to buy aditional software/hardware?
  2. Should the photograph be a part of the ID card? Signature? What else? And why? Can we discuss the plus and minus points of each of these?
  3. Can we focus more on how to make the system secure and really unique? If someone applies for a card, if the system finds that he is applying for a 2nd card inspite of already having a card, is our establishment strong enough to trace him/her physically so that he/she can be locked up??
  4. How do we guarantee that every individual is covered and has the unique card after (say) 2 years?

Ideally, the external appearance of the UID card must be very simple like pan card / voters card. simple details of identification like name, date of birth, address, photograph and signature in addition of course to the Unique number must be visible. this eliminates the necessity of any additional hardware/software for normal businesses. All other complex data, like biometric details, DNA code, criminal past, etc which are not required for day to day affairs of the common man my be encoded into an embedded chip which can be read by relevant agencies when required.The encoding must be strong enough such that counterfeiting is not possible.
    2. The plusses of having visible identification data is that it becomes simpler for card holder and businesses/organisations to transact day to day business where identity proof is required.
    3. If the issuing process is securely networked and as i have suggested earlier,if biometric details are included in the card, then there is negligible to nil chance of a person getting a second card.
    4. This is where the ingenuity and organising capabilities of Mr. Nilekani will be tested! We must bring in such laws and statutary requirements where every person will come forward to get his UID card and simultaneously establish the infrastructure for issuing the cards for such a huge and wide spread population. Until the absolute necessity of the UID card is not generated, we cannot expect all people to come forward and make the effort of getting this card. Hence the approach must be two pronged - create the necessity and get ready to fulfil it with the least time and effort of the common man.

  2. I disagree with Rajesh. It is so easy to find a card duplicator these days. Anything can be duplicated. There has to be a facility where the business establishments should be able to authenticate a card owner by a phone call or by an SMS or the internet. If as is mentioned, someone buys a SIM card with the duplicate card, it is the small business wowner who will be penalised "for not getting a proper identification". It the cyber center owner because he did not a video surveillance in his shop - never mind if half the cameras installed by the police with crores of rupees do not work!!

    And that phone should not be like the "100" number which you never get, or the government websites that are never up. If someone has made a wrong parking, it should be possible for the common man to just take a snap and send it to the police. The police should reward the picture taker and penalise the owner of the car. Is your system "tagda" enough to take care of this? If not, it is of no use again.

    Can we make the card compulsory not by a law or regulation but by sheer necessity? Things should become so bad that without the card, you cannot even buy a cigarette. And there should be a GPS for it.

    But when the government charges Rs.60/- for a PAN card, it is anynes estimate what such a card will cost. The Government is crooked. Nandan also will become a part of the system or he will quit mid way when they ask him to make 100 types of card. A card for so-and-so religion, a card for so-and-so caste. Nandan, step down. You cannot achieve all these. India will be another Eithopia. Don't try to play God.

Well, I would like to suggest you to make this card compatible vd a unique machine and that machine as like ATM, should be all where in the country..and this card include ur PAN card details, Pass port details, voter id card, it is subjected to be only for the citizens of INDIA and there should be another card for the visitors that will provide to the visitors or the tourists at Airport etc.
    For the the security purpose, this card having a unique no. or code be alloted to each and every person of this country, and a soft copy of this card should be store in the database.
    this card should have the fingerprint of the person so if in any case of stolen or misplace, he can prove by his fingerprint that he has the owner of this card and it won't work without his finger prints.
